Below some functionalities that are important to me.

Create newsletter	Important that this can be done within the system, rather than messing around in an email program
Segmentation	The ability to make subsets of your total email contacts. E.g., one for clients and one for general public
Signup forms	The ability to create a signup form or landing page on the site of the provider, for folks to subscribe and unsubscribe E.g., include a link to such a signup form in your email signature
Integrations	Integration with e.g., WordPress/WooCommerce, for better attribution Example: Being able to calculate how much revenue is generated through an email campaign
