Hetzner is a hosting company and may be an interesting alternative to TransIP.
- Located within the EU (Germany) - important because of GDPR
- At first sight, I had the impression that they don't offer VPSs, but that might be incorporated in their Cloud offerings.
- They're from Gunzenhauzen! I've once spend a night there! Not very relevant - I know :)
- According to a review, their site is in German, Enlglish and Russian. Seems they removed Russian - Nice

Note that the offers from Hetzner concern dedicated servers, not VPSs.
Some other potential advantages:
- They often 'elastic performance': Sometimes I had really CPU intensive tasks for which I would like to rent CPU power, but not from Amazon. TransIP doesn't offer such a thing, but Hetzner does
- Testing environments: At TransIP, minimal contract duration is 1 month. I suspect that at Hetzner, this goes by the hour
- Better scalability: At TransIP, we're using the penultimate configuration. Not so at Hetzer.
