Charging while off (Android)

Naturally, you can charge an Android device while it's switched off. Some experiences with a Samsung Note9 phone with a semi-broken USB-port and a wired charger:
- About 5 seconds after connecting the phone with the charger, a round symbol with a lightning bolt briefly appears, to indicate that the device is being charged
- Normally, when my phone is switched on but the screen is off, I can tap the schreen to see battery status - This is a personal setting. When the phone is switched off, personal settings are inactive including this specific settings, so I can't see the charging state when the phone is switched off
- Want to know if it is still charging? Of couse, I could disconnect and reconnect the USB-cable to the phone, but since the port is kinda broken, I prefer to avoid that. Disconnecting the charger from the electricity socket, doesn't work well either: Due to a suppression capacity in the charger, I may have to wait quite some time (half a minute?) before the phone detects that the charger isn't working anymore. A better approach: Disconnect the cable from the charger.
